#275 os390 regression build and testing ver (5.3)

I have just rebuilt nedit version 5.3
for "os390".

I have encountered the following problems:

1) The makefile for os390 was missing.

2) The utils.c file made refference to a non-existent (.h)
file
that was not required, see the following lines:

P.S.

I have subscribed to discuss and develop, but I havent
received any mail. So I cant tell if anyone is still using

    Do these problems persist with version 5.4?
    We had several VMS related cleanups in 5.4.
