Can I use ndiswrapper in 16-bit mode? OR does it have to be 32-bit +?
If it can be used in 16-bit mode, would appreciate a list of 16-bit cards
that support ndiswrapper?

As it is, ndiswrapper works with 32 and 64 bit architectures. However, porting
it for 16-bit should be possible, _if_ you can get a 16-bit Linux kernel and
16-bit NDIS (Windows) driver.

What do you mean 16-bit cards? Is your question about old PCMCIA (non-cardbus)
cards (which are not supported by ndiswrapper)?
