#5 charset declaration in common.xsl

The output of XSLTProcessor seems utf-8. But I have a
problem that my web-browser can't display it when it
contains multi-byte characters. Of course, it display
well by changing my browser encoding to utf-8 manually.
However, I think this problem can be fixed by meta-tag
that declares output-encoding like following:
