The crossdomain.xml file is checked only for the fetching of the playlist, rather than for the music files themselves.

This means that XSPF can be used to leech music off of sites that do not wish to have their music played remotely in that manner by simply specifying in the XSPF playlist file remote music locations.

XSPF should respect the crossdomain.xml file for audio as well as playlists.
