I've been having this exact same issue with Guild Wars 2. When I have Mumble,
open, I lag alot. When I don't have Mumble open, everything works fine. I also
re-installed Windows around the time that you had the problem. I'm running
version 1.2.3 of Mumble. Other people in my guild have the same version and
    don't have the issue.

Here are my system specs, just to see if there are any similarities:

    Core i7 2700k (not overclocked)
    ASRock Z68 Extreme3 Gen3 motherboard (latest BIOS)
    16GB of DDR3 1600 RAM (Corsair Vengeance)
eVGA Geforce GTX 470 (factory overclocked, but I'm not overclocking it)
    Corsair 240GB SSD
Realtek sound and NIC - built-in

I haven't tested it conclusively, but I believe I'm having the same issue.
Been using Ventrilo for years and decided to switch to Mumble. Since then,
I've been having framerate issues in World of Warcraft, usually engaging in
combat/casting spells. Sometimes relogging temporarily fixes it, but alt-
tabbing can bring the issue back to life.

    Version 1.2.3a
    Windows Vista

Can't think of the other specifications off the top of my head (at work
    currently).
