It would be very nice to be able to degrade the quality of
the re-encoding, to save CPU time.

The lowest bitrate it will accept is 46000, and no other
quality options may be specified.

    mserv can now downmix (mono) and with linking to
    libsamplerate can downsample. The cvs version has these
    facilities, and I have tried a mono 8000 samplerate at 8kbit
    and it sounds pretty good (considering). CPU utilisation is
    lower too. Will be available in 0.41.
