Locale and timezone are quite distinct, so setting the locale to a New Zealand locale won't make MRBS show New Zealand time, but show the date for the current timezone in the appropriate format for New Zealand. As it stands MRBS doesn't allow you to set the timezone used to show dates. However, (assuming Linux hosting) you can get what you want by putting the following line in config.inc.php: putenv('TZ=NZ'); I'm not entirely sure what this will do to the times that bookings start/end though...
