Yes afaik. Especially if you use SIF or lower. Low cost systems capture and store in qcif and at a low frame rate afair 15 fps. Will use mpeg2, wont allow streaming, cant be backed up and cant be upgraded. But if you want a simple low end system they are very cost effective.
