I am not familiar with RHEL3. What does it say in the documentation
about a preferred way to install additional Apache modules?

Christopher's suggestion works great on RH EL 3.0. Update with:
and apxs is installed in /usr/sbin.
Another documentation note - the 'Configuration' section doesn't name the
file in which these mod_security commands are entered. I'm assuming it is
httpd.conf but it should be spelt out.
