I created a conf file and named it modsecurity_crs_15_customrules.conf.
I added SecRule REMOTE_ADDR "^192\.168\.1\100$"
phase:1,nolog,allow,ctl:ruleEngine=Off to the file but when I try to
restart apache I get the following:

It looks like a typo! You're missing a dot '.' in your pattern:
correct: ^192\.168\.1\.100$ not ^192\.168\.1\100$
