Also remember that you have to enable and configure rule ID 900005 in the 10 setup conf file.

If so, maybe the first rule of modsecurity_crs_49_header_tagging.conf is skipping to the SecMarker ?

The variable TX:/WEB_ATTACK/ is set in different .conf files, make sure you have them enabled too.
