I propose dest.redirect containing a list of addresses or domains such that
if a message is addressed to there it is randhopped somewhere else, even if
the remailer is not middle. This is to get around broken chains.

This is not a good idea.
- the route should be selected by the initial sender, nobody else
- what do you do if all remailers choose to randhop around remailer X
and someone sends mail via remailer X? The message would just go
round and round in the net until it is either lost or dropped because
it's too old.
Additionally I don't think randhopping around problems or resending
bounced messages is a good idea anyway.
