I think you're talking Big Bucks and a lot of extra circuitry to achieve individual circuit monitoring. You could probably devise some sort on non-contact inductive sensor, much like the clamp-on current meters available for testing. However, there would have to be circuitry (for each house circuit) to convert the sensor output to meaningful data. And I'd guess that all of this stuff would have to be installed in its own electrical box, not in the breaker box (probably wouldn't fit, anyway). My opinion? Huge project, huge expense.
