Not yet, at least none I have heard of. In theory I would think that
eventually cell phones could report in, as they will have location features
built in (US will be requiring that for locating 911 calls). But I'm not
sure often or what the costs would be.
Getting a HAM license is pretty easy, especially if you have a technical
background. I bought a study book (Radio Shack has them), crammed for an
afternoon, then easily passed the test. You don't need to know morse code
anymore for the simplest license.
Then you need 2 ham radios (car and home, about $200 each), 2 radio-modems
($100-$200), a gps unit ($100-$200). I got the modem and gps unit for my
