I've searches the web. I've searches the source.  But I can not find who or what creates the file
/proc/sys/fs/inotify/max_user_watches.  I've been able to compile minidlna 1.0.25 and it works fine.
But it will not update the data base when new files are added.
I was able to download a inotify test program and inotify works with the test program.  To me the problem is that the /proc/sys/fs/inotify/max_user_watches file is missing.  I can't make a directory inotify in /proc/sys/fs.  So I can't create the max_user_watches file.

    Any help would be appreciated.

If you don't have an inotify directory under /proc/sys/fs, then your kernel most likely does not have inotify support enabled.

    From http://inotify.aiken.cz/?section=inotify&page=faq
Q: Which kernels do support inotify?
inotify has been merged to 2.6.13. Your kernel must be configured to compile inotify in (CONFIG_INOTIFY).
