When I installed "MinGW-5.1.4.exe", this program downloading "w32api-3.13-mingw32-dev.tar.gz" file, not a "tar.gz"

You can't choice mirror , "MinGW-5.1.4.exe" download automatic, I tried more then 20 times the same result.
You are supposed to be able to select your preferred mirror on your https://sourceforge.net/account/ page. Complain to the SF service that you can't do that.

I suspect there may be some misunderstanding on both sides.

When you download manually, from the project `files' page? Yes, you can do that by clicking the `select an alternative mirror' link on the download dialogue page.

Not IN that application, no, but you can preset a preferred mirror in your SF account preferences, (login, and go to `Account -> Preferences -> Change default mirror'), and the application will then use it. The problem Earnie has likely encountered is that the SF gnomes have, yet again, managed to break the selection pop-up, such that the only selection offered is `auto'. (If you see the same, please file a support request with SF -- not with us -- to complain; the more users who the report the issue, the more likely it is that they will give it priority attention).

If some mirrors have corrupt copies, there isn't a lot Chris can do about it. The master copy he uploaded is fine, as is every copy I've downloaded recently, from mirrors in France, United Kingdom and Ireland.
Then I think we're done with this ticket. Mirror copies are a function between SF and the Mirror server.
