MinGW does not support Windows CE, or any processor other than x86 for that
matter. However, GCC/binutils/etc. may very well support WinCE, I don't know.
Perhaps you should try searching some more, but avoiding "mingw" as a keyword
and instead search for "gcc wince", etc.
If you are running Windows, the most obvious way to build to build the library
would be to download the free Microsoft Embedded Visual C++ and use that.
