If you have any familiarity with perl, you might take a look at the
Win32::CommPort and Win32::SerialPort at http://members.aol.com/Bbirthisel/
They are pure perl wrappers around the win32 serial port API. You should be
able to figure out how to call the API from looking at the perl module code.

Subject: [Mingw-users] serial port i/o C code?
I am using mingw to write C code on a win98se laptop and would like to set,
read and write data to the serial port (at 1200 and 2400 baud - half
duplex). I have looked in the archives but found only one message which
contained example code but it was truncated!
