If you downloaded the latest Mingw release, all of the necessary headers should (afaik) already be there for C++.
thereby eliminating any need to download any other C++ related headers.
It would be helpful if you could tell the folks here what you did in terms of compiling the program as well.
(command line used to compile, etc.)
