Yes, they both are (M4 and autoconfig) available for Win32. The
problem is that they must be run from the MS-DOS (Command) Prompt (ms-
dos shell), and then only after you've downloaded the appropriate Gnu
source files (M4, automake) and generated the necessary binaries using
Mingw. Most people find that too inconvenient.
Not sure if autoconfig is much more than just a script processing

Any Posix compatible shell (which is available via Gnu resources) is
useable. If you have NT4, your ms-dos command prompt is already Posix
compatible if you have added a tool from the NT4 Resource Kit and
