It's a new SF feature. They set it by default. But for breach of
license issues, yes "closed for comment" is a good thing, IMO.

The legal issue has been discussed and can be found in mail list
archives. We also document procedure for submitting patches at
http://www.mingw.org and looking at header files from other peoples
works isn't allowed.
