At the msys command level ...

$ echo testing > junk.out

$ od -c junk.out
0000000   t   e   s   t   i   n   g  \n
0000010

Try piping it through unix2dos -- this is the .exe version
supplied in the msysDTK ...

$ which unix2dos
/mingw/bin/unix2dos

$ echo testing | unix2dos > junk.out

$ od -c junk.out
0000000   t   e   s   t   i   n   g  \r  \r  \n
0000012

Hmm. Something wrong here -- why are there two \r's inserted?

$ echo testing | unix2dos | tr -s '\015' '\015' > junk.out

$ od -c junk.out
0000000   t   e   s   t   i   n   g  \r  \n
0000011

Isn't this what you want?
