As libmingwex.a is part of the runtime-environment we provide (and is strongly related to gcc, binutils, libmingw32.a, and our startup-code), I would recomment also for not trying to use those static libraries within a VC project. Anyway there is a way you can use ffmpeg within VC. You need to generate the DLL version of ffmpeg and create via a .def file an import-library.
