The upstream source tarball, on http://ftp.gnu.org/gnu/gettext/ , is called just gettext-0.17.tar.gz and indeed it identifies itself as just 0.17 in the version.sh file. There are no Windows binaries for gettext 0.17 at the upstream site, so I don't know why you say it doesn't have relocation "builtin".
