FWIW, I did the following for my dev team:

   In a temp directory, I manually unpacked all relevant tarballs

   Installed a couple of local utilities, edited the 
<t>/msys/1.0/etc/fstab "correctly" for our environment. Put a couple of 
sample dotfiles in <t>/msys/1.0/skel/ where my team could find them post-hoc

   Using gnuwin32's zip and the SFXWiz32 self-extraction stub, created a 
point-n-click install image for our environment.

Sure, it's not a "real" installer -- but it's a damn sight easier than 
ensuring a dozen people all install 30-some-odd packages exactly right.
