There may not be a dominant one.  I have used VisualWx for a little GUI
development in the past.

If you just want an editor that can run make, gdb, etc., Emacs can do.
Maybe even Ultredit (costs money), if you're clever.  and I'm sure there
are others that folks will point out.  (Bloodshed Software DevC++ for
example).
