Fortunately my mail client (gmail) elides it to ... visually with a js
link for me to expand it if I want.  However, yes, not only "do not
top post" but also remove the cruft.

No, it's not. It would be rather Sao_Paulo, however this syntax belongs to tzinfo database, which as I have been saying several times, seems to not be supported by MSYS at all. Cygwin accepts this syntax because probably it supports tzinfo.
Using my Ubuntu VirtualBox it displays BRT as the short name for it
which doesn't help MSYS either.  Cygwin's date command doesn't print
the timezone info but the time is correct when setting to
America/Fortaleza.  Please open a Tracker issue for the SF project and
add a link to this archived post.
