Yes, it is working properly.  Bash converts \p to p and c:programs
stats because of the way the OS handles it.

But in the case of ls it seems to never care what the current directory is:

$ cd /c/Windows
$ cmd //c dir c:windows => path not found
$ ls c:windows => doesn't care about the current directory
