Where did you get this mingw32-make?  I ran into something like that just
yesterday.  I was new to Windows 64 bit and was trying to use the mingw
from the mingw-w64 project.  I learned that I have to use the msys make,
not the mingw make.  See what the person who helped me said at

Of course if this isn't the case, then this won't be of much help to
you.
