Change directory to C:\MinGW\bin ...

assuming that's where you installed mingw-get:

and execute the following commands.
You should never use mingw-get-inst for updating an already installed
system.

mingw-get update
mingw-get install msys-core

That *won't* do it!  You need:

  mingw-get update
  mingw-get install msys-base

(Note that it's msys-base, *not* msys-core).
