As others have mentioned we need more information, but my first guess would be that you probably installed the first library to the default prefix /usr/local, but the compiler doesn't look there for libraries by default. You need to either tell the compiler to look there or else install to /mingw, where the compiler does look automatically.

I have two libraries, the second one depending on the first being installed.  Both libraries use autoconf/automake/etc and libtoolize.  On Linux and OS X systems, everything works fine, but in msys, after I do a make install of the first library and run configure on the second one, it fails to find the library and errors out.

Any help is appreciated.
