I have not installed it for a long time, but you could try adding the user PATH and see what happens.
Another thing to try is see what the path is in the command prompt: "SET PATH", it should show, among others, C:\mingw\bin
Missing that bit, you could try: "SET PATH=%PATH%;C:\mingw\bin"

Maybe the problem is not PATH-related: what exactly do you mean by "it didn't". Can you show us the error message?
