Not supported, AFAIK.  If you installed as recommended, simply
delete the MinGW directory hierarchy.

Would it be possible to make whatever program/script that is invoked a no-op (or have it display a simple text saying 'Do it by hand please') instead?

We can't always protect users against their own folly :-)

But we don't need to hand them the knife with the sharp end first either.
