WFP isn't on mingw because nobody got around to do it yet, but you can
mingw-w64 on the other hand has very basic (or broken) WFP support, with
most of the defined constants missing due to missing MSDN entries.
I believe both mingw and mingw-w64 can benefit if you are willing to
provide documentation for WFP as an independent party.
mingw-w64 has setup a publicly readable but moderated list specifically
for posting documentation but it is woefully under utilized. See  for
information on the mingw-w64-documentation mailing list and the
rationale behind it.
Basically, you won't be able to submit patches directly, but can submit
information that can help get WFP working on mingw.
