Are you sure? The last commit in 'stable / v3.x / mingw-w64-crt / secapi / ' is r5820.
If you are talking about git, you are right, but it is missing in SVN 3.x. MinGW-builds is using SVN (http://sourceforge.net/projects/mingw-w64/files/Toolchains%20targetting%20Win32/Personal%20Builds/mingw-builds/)
