#53 manifest tool needed for vista/7/8 compatibility

the microsoft visual c++ compiler has a manifest tool mt.exe for modifying executables and adding in manifest xml resources, which makes executables vista, 7, and 8 compatible (in other words, they won't get shoved into the virtual store when stored in the newly protected directory c:\program files\ - or is it executed?).

    a specially done manifest can be made to be compatible with xp and windows 9x/me, but if you get it incorrectly formatted, the program will not execute on vista/7/8, and especially not on 9x/me.
