I'd like to confirm what license the w64 version of the w32api headers and libs are covered under. This page mentions three different licenses, and I'm not sure which of the three I should focus on.

w32api licensing
Well, our headers are either PD and/or ZPL. So those are the licenses
you should take care most. Of course there are other licenses
involved for C-runtime externsion. You should take a look here to
license-readmes provide in COPYING.MinGW-w64, and
COPYING.MinGW-w64-runtime.
