In the document entitled "DOWNLOADS: What do I want", there's a DOS "FOR" command specified to create non-prefixed links to the mingw-64 binaries.

The HTML version of this document doesn't show the backquotes that are necessary around the "dir ^*.exe" command, however in the text version of the document, the backticks are intact.

Adding some details, as it's easy to miss visually.
    The DOS command in question:
    FOR /F "usebackq tokens=4 delims=-" %i IN (`dir ^*.exe`) DO mklink %i x86_64-w64-mingw-%i

In the HTML vs. Text doc, the part in parens reads:
HTML: (dir ^*.exe) <-- backticks inside parens missing
TEXT: (`dir ^*.exe`) <-- backticks inside parens OK
