Is your problem with miktex or with dvips? Each has a separate setting of GraphicsPath in my version of miktex. Also, I have succeeded in getting graphics from a central location (the effect I assume you're looking for) by altering the inputdirs variable for miktex (or perhaps is was tex). > 2. You can put anything inside a figure environment and it will float together as you would expect a figure to.
