#1940 tex: wrong \jobname if filename contains a dot

In MiKTeX 2.4,

pdflatex osUsersManual_2.2

would properly open osUsersManual_2.2.tex and set \jobname to osUsersManual_2.2, so that it would open, e.g., the right .bbl file osUsersManual_2.2.bbl. In version 2.9

pdflatex osUsersManual_2.2

opens osUsersManual_2.2.tex, but sets \jobname to osUsersManual_2 and then looks for osUsersManual_2.bbl, which predictably it cannot find.

    It also seems to replace spaces with *s. I'm not sure if this is the same bug. (I just submitted bug id 3281252)
