Hence the TN is an avg of all crew (tech/vessel) and not the best rated individual. Not a bug, works as intended. So suck it up and deal with it.

Why?
Because the rules say so? A mech tech with a rating of 7+ performs maintenance wwith a skill level of 7+, which you should know if you have tried it.
When posting a bug report based on the program not following a rule, you should provide the book and page reference.
