Summary: simpsum/simplify_sum with summand=f(i)+q
Initial Comment:
sum(q,i,1,inf) =>
asks whether q is pnz and gives inf,0,minf
This is correct, and works with simpsum:true, simpsum:false, and simplify_sum.
Similarly, sum(f(i),i,1,inf) always returns a nounform.
However,
sum(f(i)+q,i,1,inf),simpsum => inf
(without asking whether q is pnz)
Same thing with simplify_sum.

This is now fixed in cvs:
(%i2) sum(f(i)+q,i,0,inf);
(%o2) 'sum(q+f(i),i,0,inf)
(%i3) %, simpsum;
(%o3) 'sum(q+f(i),i,0,inf)
