#28 Configure errors on Windows 7

I am trying to build Atlas on 32 bit Windows 7 so that I can install Numpy/Scipy. I downloaded the most recent version of cygwin which comes with version 4.8.2 of gcc, gfortran, etc. I have tried a few different flags for the configure command, but keep getting the same errors, the first of which states that xctest cannot be executed. The configure output is attached. I am new to this, so it's likely there's something simple I am missing. Any tips are greatly appreciated.
