Many users are unwilling/unable to install ATLAS from source. If we could come up with a system that allows ATLAS users/developers to contribute pre-built binary libraries, and someone else was willing to coordinate it, this would be a great boon to a huge number of users.

The coordinator(s) would need to design a process for submission, with any required rules, including possibly some QA-oriented ones. They would also need to post them to sourceforge and keep them up-to-date. If it worked to add various packagings like rpm, .deb, we might be able to work with some distributions.
