Sometimes they are on #mantis on freenode (see the website for IRC information). Offhand though, the devs seem OK applying patches from others. Just keep submitting high-quality patches and maybe they'll ask you to join :) Another tip I have for you: Maintain your mods in CVSNT on a branch. Keep the Mantisbt.org version on MAIN, check it in, branch it, add your mods. Then when there's a new version of Mantis released, post that to MAIN again and merge it to your branch.
