Unless I'm missing something completely, the current functionality =
appears
correct.

Line 158, is part of csv_format_date_submitted($p_date_submitted), and
should return a date, based on when a bug was submitted. Config_get =
takes
either one or two parameters ( a config item, in this case
'short_date_format', and if a second parameter is included a default to =
be
returned if short_date_format is not defined.

In the current code, it will return date ('m-d-y',$p_date_submitted), =
which
is correct. ( your modification would give date('m-d-y'); for me, i.e. =
it
will always return the current date/time for all bugs in a csv export.

Could you provide an example csv export you was getting that was =
incorrect,
which you are trying to fix?
