It was more a case of trying to make it a "warranty voided?" check for users filing bug reports against MantisBT... without having to ask for their distribution, teach them how their package manager checks file integrity, etc. Checking file integrity for security reasons using a PHP approach is stupid, even on Windows... so that wasn't a factor in why I developed the integrity check. I guess it may still be useful for finding orphaned files as most package managers don't perform those checks AFAIK. And as you pointed out, it's a standalone check.php script that you can safely delete from the installation if you don't need/want to use it. Or just ignore it completely as it has no effect on the core runtime operation of the bug tracker.
