#1 Create a Web-based Grades module

Currently, Manhattan's Grades module supports teachers
who use Excel or another spreadsheet program to manage
their grades.

Manhattan should have an entirely web based Grades
module, in addition to support for the uploading of
Excel generated data files.

The attached Word file contains notes for a design of
such a system.
