#23 Improve interface for using templates in replies

George Donnelly in #857814 asks that after selecting a template one
be returned to the top of the form. This could be achieved by adding
an anchor to each message in the ticket

I would add the any text boxes, e.g. the subject field, already filled in
should remember their values.

This appears an instance where a bit of JavaScript would really help,
though as a matter of policy we never assume JaveScript, so the go
button would remain as well.
