Please don't post to madwifi-cvs, it's only for automatic commit messages. You can check the rules in the HAL sources. In the trunk, it's in ath_hal/ah_regdomain.c. I don't know if those rules are up to date. For a maintained database, please see wireless-regdb: http://wireless.kernel.org/en/developers/Regulatory wireless-regdb and crda regulate mac80211 drivers, such as ath5k and ath9k.
